Bomber Command was brought into being on 14 July 1936. At the time many strategists believed that bombers could win a war on their own and that fighters would not be able to stop them. This was quickly disproved in World War II. Early in the War, Charles Portal was appointed Commander in Chief, Bomber Command . After disastrous daylight raids, he issued orders that Hampdens and Wellingtons should only be used on night attacks. In October 1940 Charles Portal was Knighted and appointed Chief of Air Staff, a post that he held until the end of the war. In February 1942 Arthur Harris was appointed C-in-C Bomber Command and from then actively promoted the controversial concept of carpet-bombing of industrial areas. On 30 May 1942, by scraping together every available aircraft, Harris launched the first 1,000-bomber raid on Cologne. Bomber Command crew suffered very high casualty rates of 44.4% 55,573 killed out of 125,000 aircrew.
